Start with the protocol, port, and ISP. If several Netherlands proxies look similar, the network name can help you avoid choosing only by speed or city. This is useful when multiple rows come from data center or hosting networks.
City is still useful, but it should not be the only filter. A proxy from one Dutch city and another proxy from a different city may still belong to the same provider, while two entries from the same city may use different networks.
Use Last Checked and Uptime to choose the first entries to test. Public proxies can disappear between updates, so a recent check is often more useful than an old speed value. If one Netherlands proxy fails, try another entry from a different ISP before changing location.
